Construction of social housing has increased, but the offer of social housing or hosting still faces major difficulties in responding to the social demand. In a tight economical and social context, the situation is especially perilous for modest and unqualified persons who are the first to be hit by the rise in unemployment and the development of precariousness and poverty. The number of households living in temporary accommodation has risen

3,6 million people are facing significant housing problems (improper housing conditions, homelessness, lack of comfort..etc) in France and 10% people often renting from private landlords, are impacted by the housing crisis, with rented home failing to meet the decent home standards : renting can be unstable, with soaring rents, hidden fees and eviction a constant worry, which means living in dreadful conditions too.

The rising gap between the housing supply and people’s income and financial difficulties: the housing shortage in Paris region for deprived people, Rhônes Alpes, Provence Alpes Côte d’Azur, the higher rents/ tight disposable income for poor people (8 million in France) given the importance of housing expenditure (more than 20% against 9% in the 1960s) in the total household budget (largest item of expenditure beyond food, transports, health etc..)

The poorest households are suffering from the price rise, as estimated in the BCG study on the “double penalty of poverty”.
