{"id":1364,"date":"2014-11-28T17:36:14","date_gmt":"2014-11-28T16:36:14","guid":{"rendered":"https:\/\/actiontank.org\/?page_id=1364"},"modified":"2016-05-28T10:46:06","modified_gmt":"2016-05-28T08:46:06","slug":"assurance","status":"publish","type":"page","link":"https:\/\/actiontank.org\/en\/projets-intro\/assurance\/","title":{"rendered":"Assurance"},"content":{"rendered":"<p><\/p>\n<h2><b>How the project started <\/b><\/h2>\n<p>The Action Tank\u2019s work on home insurance \u00a0has begun \u00a0after a study was conducted by the Boston Consulting Group on poorer consumers in 2011, and what they called the \u201c<a href=\"https:\/\/actiontank.org\/toutes-nos-publications\/letude-sur-la-double-peine\">additional penalty of poverty<\/a>\u201d, a highlight on the higher cost of home insurance for low income consumers. The poorest households (e.g 10% of the total population living below the poverty line) pay more for their insurance (health insurance, home insurance and car insurance) than the rest of the population.<\/p>\n<p>An insurance is still out of reach for 10% of the total population at risk of poverty<\/p>\n<p>These higher costs can be either viewed as a deterrent, people refuse to subscribe to an insurance contract or are obliged to purchase insurance products that are still out of reach, and are obliged to do it. People often choose to pay a lot for an insurance package with important levels of cover that doesn\u2019t fit with their needs (e. g a home contents insurance contracts up to 30\u00a0000 euros whereas the real value of their belongings is 5000 euros)<\/p>\n<p>The Action Tank has been focusing on home insurance in the social housing sector in the first place. Tenants have to purchase a home insurance and provide evidence of home insurance coverage to their social landlord. Yet, according to the registered providers, between 5 and 15% of their tenants don\u2019t comply with this rule which results in excessive costs, both direct and indirect related to additional building retrofits, the obligation to provide accommodation\/shelter in the event of a claim, a price rise for the social landlord\u2019s premium rate each year that has to be re-evaluated etc<\/p>\n<h2><b>Experiments<\/b><\/h2>\n<p>The Action Tank aims to respond to a threefold challenge :<\/p>\n<p>&#8211; for low-income tenants (the contract prices for people who are subjected to compulsory home insurance )<\/p>\n<p>&#8211; for the social landlord (a legal and financial issue)<\/p>\n<p>&#8211; for the insurance companies (administrative expenses and loss of potential customers)<\/p>\n<p>The Action Tank works in collaboration with MIIIR Institute (International Research Institute for Insurance and Tendancies) a multidisciplinary networks of experts, researchers and training specialists from all the constitutional fields of financial protection. A first experiment is currently underway with a social landlord in Paris region in order to provide all of it tenants (17\u00a0000 housing units) with an appropriate home insurance package: a first survey was conducted in mid 2014 to evaluate the tenants specific needs and detail what the offer could be : levels of cover, premium amounts, communication tools, prevention activities, how to react in case of a claim\u2026etc) Contacts have been made with several insurance companies and brokers, in order to design a specific offer that should be submitted to the tenants in 2015.<\/p>\n<h2><b>Our approach<\/b><\/h2>\n<p>Our aim is to adapt a home insurance package to the specific tenants needs. A first survey helped to identify their insurance needs and financial resources. Analyzing the costs structure of a home insurance policy led to identify its main components and the various leverage to adapt the contract to specific customers.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1569\" alt=\"SANSTITR\" src=\"https:\/\/actiontank.org\/at-content\/uploads\/2014\/11\/SANSTITR.jpg\" width=\"611\" height=\"403\" \/><\/p>\n<h2><b>Partnerships<\/b><\/h2>\n<p>In order to actively contribute towards the development of means to reduce vulnerability, thanks to innovative insurance mechanisms, MIIIR\u2019s mission is to: federate willpower, knowledge and skills as regards the financial protection of goods and individuals, in order to contribute towards the development of microinsurance and support the economic activity of developing countries, in concordance with the fields of development of microcredit<\/p>\n<p>Note de bas de page 2\/ In the health sector, 4 million people in France don\u2019t have a complementary health insurance cover and 1 person out of 5 renounces his right to consult a doctor for financial reasons (according to MIIIR Institute, 2014).
